Toby Flenderson is one of those characters who is you don't hate but you don't understand. Toby's soft voice makes him stand out. But, when he goes on the trial for the Scranton Strangler case, fans were suspicious. The Scranton Strangler started as a Plot C line in the TV Show but soon became very popular and producers had to keep it going. Those theories pointed to people. Creed Bratton and Toby Flederson. Creed is one of those weird people. He didn't know what a text was and he is writing his blog in a Word Document. Toby is an HR rep and is hated by Micheal. He is quiet, but intelligent. Which one of them is the Scranton Strangler? Or is it not any of them? The ideas of Creed seemed to be more obvious. He committed many crimes and is wanted by the police. Well let's look at Toby. There was one point where Toby confirmed that he was the killer. Toby was explaining the "silent killers" that could be in the office. Michael responds "You're the silent killer," to Toby, he quietly responds: "You'll see." So that's a good theory if you ask me. Toby is the killer.
