Rowe was born in Richmond, Virginia, the son of Virginia Isabel (née Willis) and Hansford Herndon Rowe, who was a veterinarian.[1] His first television role was in the 1967 TV movie The Thanksgiving Visitor. He starred in the cult series Dark Shadows as a Judge in 1968. His well known role is in the 1983 NBC hit miniseries V as Arthur Dupres, the stepfather of resistance leader Mike Donovan. Hansford reprised his role in the 1984 sequel V: The Final Battle.

Hansford has starred in some films, his first feature film was in the 1973 movie Gordon's War, his other movie credits are Missing (1982), Baby Boom (1987), and his most recent film is in the 2003 movie Dry Cycle.

He has made guest appearances on TV shows, some of those appearances range from Love, Sidney, The Greatest American Hero, Six Feet Under, Night Court and Will & Grace.

On Broadway, Rowe starred in Nuts in 1980, and was nominated for the Drama Desk Award for Outstanding Featured Actor in a Play for his performance.
